The library constitutes part of the Study Center on the First World War that operates within the framework of the Ustanova »Fundacija Poti miru v Posočju« (»Walks of Peace in the Soča Region Foundation«). The specialized library collects and houses mainly the materials related to the First World War. It is incorporated in the inter-library system COBISS under the name of Zgodovinska knjižnica Kobarid (History Library of Kobarid) (ZKK).

It is located in the premises of the Ustanova »Fundacija Poti miru v Posočju« at Gregorčičeva ul. 8, Kobarid, Slovenia. It is open to public. Loan of books possible upon preliminary agreement.
